Hi -- I am writing a paper about quality in health care. I
have heard that Deming said "The problem is with the system 
and the system belongs to management." For my paper, I would 
like to know:
1. Is this the correct wording of what he said? If not, what 
is the proper quote?
2. What is the citation and reference (paper, book, etc) that 
I could use as the source of this quote?
