Dear Jim,

I am preparing a work to be presented in a Congress in Spain, about the
experience of implementing an indicator's system for a state enterprise here
in Brazil,  and would like to insert a text I've read in a text, extracted
from a book Deming, but I'd like to know of  which book the text is part. I
won't translate the text, but it says, something like this:   it is not
possible to manage what it is not measurable, it is not possible to measure
what it is not defined, it is not possible to define what is not understood,
and there is no success on that which is not managed.
