FW: Forced Ranking of Employees - need reference articles



Hello Mr. Tilden:

Cisco Corporation in San Jose, California uses a forced ranking system. You
may want to contact them. All managers are forced to identify their bottom
10%. These people are put a double-secret probation  but not necessarily
terminated. Interestingly, some managers working to a numerical goal of
identifying the bottom 10%, have kept poor performers around so they could
identify them as the bottom 10%. The system actually created job security
for some poor performers. The managers need someone to tag as the bottom
10%.
