narrowing the problem

I am studying "narrowing the problem". I stumbled across an excellent
article by David & Sarah Kerridge titled "What is the question?  
 
I am not sure I understand the connection between this article and Deming's
work.  In the article, the Kerridge's list 7 principles of defining or
narrowing a problem.  Can you give me any additional information on this
subject? Or contact information for the author?
 
It is quite interesting to me and I would appreciate any assistance.
