That is not the "point of statistical control".

The purpose of statistical control charts is to detect special causes.

Read Wheeler's paper on "Myths, Foundations and Competitors for Shewhart's
Statitical Control Charts"

Better yet read his (Wheeler's) whole book, "Understanding Statistical
Process Control."

Even better read "Statistical Method from the Viewpoint of Quality Control",
Dover Press...a collection of Shewhart monographs for the Department of
Agriculture.
