Mr. Jim Clauson:

I have worked in the Quality profession for over 25 years and I have often  
heard the qoute " 100 percent inspection is only 89 percent effective". First 
is  this true? Do you know the basis for this qoute? And do you know who said  
this? I think is BC - Before Corsby, or maybe DR. Deming. If you can pin it 
down  it would be a great help.
