To add to the hospital discussion, here's a real-world example to
consider...

A news report at this link http://news.bbc.co.uk/1/hi/scotland/4423541.stm.
discusses the correlation between a reduction in service provision in a
particular area of Scotland, and a rise in infant birth mortality figures in
that area.

Near the end of the report the NHS is reported as saying that the increase
is "... consistent with chance variation ...".

Maybe I'm just reading the numbers wrong?
