I think you may get some additional insights from reading Box's writing on statistics and the scientific method. He talks about empircal science by use of feedback mechanisms and error signals. I don't know if the approach has anything to do with PDCA, but at least his way of thinking seems to be quite similar to that of Deming and Shewhart.
