Reading the highly interesting discussion between Ivan Webb and Richard
Zultner, I wonder if Deming was a kind of communist?  In "Out of Control"
and "The New Economics" his message, to a large degree, seems to be that
competition is not the best way.  A better way is to construct a stabil
centralised economic system.  Isn't exactly what they were trying to achieve
in the USSR and Eastern Europe?
