TARGET SETTING

Can anyone help me marshal arguments against target setting, especially in
the public service where (in the UK at least) it is rampant. I don't need
convincing myself and amongst my other collections of information I have a
set of examples of the baleful effect of targets (not difficult to find).
What I'm looking for are "killer arguments" that I can use to persuade those
espousing or accepting the target culture, without having to get too
philosophical (they're busy people...). Some are politicians who see it as
the only effective way to hold public services to account.
Please don't tell me to read a chapter in a book.
The people I need to convince are not likely to be amenable to "Deming/Shewhart/whoever
says..."
