seeing their GPs when they want to." Watching the video on the site
you get a clear understanding of people having problems with targets,
however a sensible person might just say that in such a case people
are just misusing targets (and if they used them properly the problem
would not appear). That is one of the problems of trying to use
examples to convince someone to change.
