Killer arguments on targets

There is no reliable method for setting a target.
Targets ALWAYS sub-optimise the system, yes make performance worse.
Using measures derived from the work ALWAYS achieves a level of performance
improvement you would never have dreamt of setting as a target.

What else would you need?
