testing -vs- inspection



Hello DEN:

The system model on page 4 of "Out of the Crisis" shows a step called
"Receipt and test of materials."

Is "inspection" different than "test?" The words have different definitions
in dictionaries. Does testing include inspection? Can one test without in
some way inspecting something? When a physical thing, like material from a
supplier, is "tested", does that also mean the material was "inspected?" How
does this relate to Deming's 3rd point of "Cease Dependence on Mass
Inspection?"

My thought is that in an organization that subscribes to the SoPK, there
would be statistical study and control of the supplier's process (output) so
that receipt and test would eventually not be necessary. We would try to
control the variations in the process or system that provides the input.
