I think the less Roger knows about target setting the better. If a
target is set against a process the people within that process will work
towards it Why? Simple if a target is set there will be ramifications
upon those who under achieve. Those who meet the target could quite
possibly have beat it but human nature stops you as you have achieved
what was set out for you. The U.K Government are masters at setting
targets in education and health all this leads to is the underachievers
falsify records because of the ramifications that will be placed upon
them, not to mention that the bad publicity they will receive. It is
typical third generation management. carrot and stick a system which
will never lead to improvement of that system. It is a great pity the
British Government are blinkered to what they are doing and keep setting
targets with ramifications such as closures job losses and cuts in
funding.
