When Deming talks about theory (T), is he then talking about a list of
axioms, like the 24 management principles?  T=(a1,a2,...,a14)?

Are each of these axioms actually predictions?  Like, say, in a1="constancy
of purpose", is he then saying that a1 is an "almost certain" hypothesis (cf
Popper) with respect to constancy of purpose being a necessary condition for
business success?  Where is the prediction in the statement a1?
