Derivation of d2 from Range Distribution (AGAIN)



In response to message from Fernado Moreto below:

I am copying Dr. Wheeler and to the DEN.  I can't locate it right off hand, but I'm sure he can help you.

What remained unclear to me, even after all the discussion, was whether the formula for estimating/calculating d2 is 

A. empirically derived or 

B. theoretically derived.

And it was also left murky was the the historical development of these constants.
