SV: Hillside Yellers?

Jack Campbell wrote interestingly about the difficulties in installing the Deming Revolution.  What is Deming Revolution all about?  As I see it, it appears to be about the philosophy of science (philosophy of statistics), as most introductory books on statistical methods would probably have to be rewritten and start with SPC diagrams before they introduce concepts like population and sample.  Is this the way most people on the DEN think about it?
