Your observation is insightful. I think we are dealing with issues here which are not only Deming's but fundamentally behavioral and psychological. I tend to think that it may not be easy for people to appreciate Deming's ideas on the surface without marrying them to the principles of organizational behavior. Yet therein lies the main challenege in managment discourse: the tendency to approach behavioral managment sciences in complex and not-easy-to-apply-practically concepts. I agree with you. Whoever intends to succeed in passing the messages need to be simple and practical, and as Deming suggested, knowledgable in the basics of practical psychology.
