Hi,
My sense of Dr. Deming's comments have been this:
-- he is suggesting, as you know, that the foreman is tampering, and
although the foreman is a willing worker, the process would improve if
the foreman was not around...simply a statement of fact on the one hand.
--on the other hand, my interpretation is that he is lamenting AND
dramatizing the fact that it's crazy to have to fire the foreman just
because the foreman works within a dysfunctional system. He would often
say things like, "Loss, loss everywhere. Fire the workers. Fire the
foreman. Tampering and more tampering. It's a tragedy."
Thus, I never saw the comments as being cruel or out of the very humane
bounds in which he believed.
