Phil,
Couldn't agree more on the importance of variation and that it is a
cornerstone of Deming's teachings.
I think one of the barriers for understanding variation is that it is often
described using a statistical frame of reference. In the ASQ glossary for
example, variation is defined as a change in data, characteristic or function
caused by one of four factors: special causes, common causes, tampering or
structural variation.
ASQ recently updated their description of variation which is posted on
