I totally agree with Peter Hunter on this one.

You don't inspect quality into a product or service.  No matter how may inspections or checklist used.

The system governs the quality of product or service.  No matter how much pushing or preaching one does to the willing worker.

Once everyone understands the purpose of the system, they all align and work to iron out the wringles in the processes for the improvement of the overall system.
