Milt Goldberg, featured Edward Lawler, director of the Center for Effective=

Organizations at the University of Southern California's Marshall School of=

Business, and Lewis Solmon, president of the Teacher Advancement Program (T=
AP)=20
Foundation. Lawler reported that a review of 3,000 studies examining the=20
impact of merit pay systems on work organization found results that were=20
"overwhelmingly negative."
