When Deming says that management is reponsible for 80%, 90%, 98% or 100% of all the problems in an organisation, is he then rephrasing Frederick W. Taylor's philosophy of scientific management where there is a clear distinction between management (thinkers) and workers (doers)?  Is Deming adding something to management theory that had not already been explained by Taylor?
