PDSA vs Theory of Knowledge

Are we in danger of confusing the PDSA cycle with the Theory of =
Knowledge?
In reviewing The New Economics I see Deming referring to the PDSA cycle =
under sections concerning "improvement" - It is not mentioned when =
Deming is describing his concept of "The Theory of Knowledge"
Is the concept of "Theory of Knowledge" not something that we should =
have ingrained in our thinking before we start to use the PDSA tool?
