Somehow I think when we go for an operational definition of the "Theory of Knowledge" we would want the PDSA/PDCA/Scientific Method showing up not only in a description of the criteria for ToK, but probably very distinctly showing up in the Test section of the operational definition.  The way I've always seen it is that the Operational Definition consists of some Criteria (laid out in words) and a series of Tests that are useful for putting one in position to judge (yes or no) whether your particular situation meets the Criteria.
