I think this is correct.  The 14 points were, as I said, a set of
instructions for western managers concocted to meet constant requests for a
'set of instructions.'

Deming's well known lecture to top management at the Mt. Hakone conference
center (available on the DEN Archives) was given in 1950.  The 14 points
were developed in the early 80s, thirty years later.
