Also, it is not always what management does that causes problems, it can be
what they don't do.  For example, job training (Point 6) is the prerogative
of management.  If that choose not to do it, then there are people on the
job who don't know how to do it properly.  How can they have a feeling of
accomplishment in their work if they don't know what to do?

Deming also makes the point in Out of the Crisis that this point applies
also to management. And he it was in discussion of this point that he first
began lambasting the merit rating systems after his experiences at Ford and
GM.
