We have broken the PDSA cycle into 9 steps.  Steps 1-5 are PLAN with step 3 specifically being study the current situation. The full breakdown is

1 Define the opportunity for improvement and state the desired outcome
2 Select a team
3 Study the current situation
4 Analyse the causes of poor performance/variation
5 Develop a theory for improvement
6 Implement the theory
7 Study the results
8 Standardise the improvement
9 Plan for the future
