I think it is a lexical definition which is sought, not an operational one.
An operational definition must have some criterion (method of measurement)
which any two people can apply and which yields consistent judgment as to
whether or not a specific instance constitutes an example of the concept, or
not. It wouldn't seem that this is appropriate for a theory.
