Steve Prevette's examples of torpedo production is exactly what I was
looking for. He determined his performance was stable, and that mean
performance was under the target of 10 per week, as was the "best ever"
weekly total. So he knew he had to change the process / system. After
that it was classic improvement methodology.

He then recommended the red beads experiment to persuade management to
employ a systems thinking approach. I am a little unsure that this would
work in my own organisation, but I will propose trying it in a small
area first.
