Actually, Taylor believed in "high wages and low prices" working to
achieve this through optimization. His shoveling study is a clear
example. He found that it was optimal for a shovel to be sized to
hold 21 1/2 pounds of material. Fewer men were able to move more coal
into the furnaces with greater ease in the steel mills this way. As
far as his status as a scientist, it should e remembered that Taylor
was an Engineer.
