Your system sounds too complex to me. Make it simple direct and based on
profit. You nor anyone else is smart enough to know what performance of
individuals you want or will be required in the future. 
When you make a profit, share say 30% of pretax profit or contribution to
profit. Share it in proportion to base wage or per head. Either will meet
some complaint but both work well.  Profit is the only consistent and
stable measure of the value of the work being done. Other measure come and
go and can be changed too much. 

Issue profit sharing checks at least quarterly. You need to keep their
attention.

Couple this with an intense continual education program as to what makes a
in least cost est service company -- Deming philosophies.
