Steve,

If the reward is producing the wrong result, change the reward system. 

Explain to the engineers that the system isn't working. Work with them to 
define the customers' expectations and develop a way to measure this 
satisfaction. Work with the engineers to identify what they could do 
individually and together to deliver a better service product to the 
customer. 

Tie the bonus dollars to the new measure (or a combination of measures).
