The above statement has given me much cause for concern over the years. I
have often wondered about the 90% rule of Dr. Deming's: that 90% or more of
variation is caused by the system. When FPL won the Deming Prize, I asked
Dr. Deming about this premise. My concern was that, in the eyes of the JUSE
counselors, perhaps as much as 50% was caused by FPL individuals who were not
properly trained or who didn't understand the specs. Dr. Deming did not
reply but referred me to "Out of the Crisis" which I researched, but was not
able to resolve this matter to my satisfaction. My response back to him at
the time was something like: Where is the evidence? To this day, I still
have not found it although I am still looking. I no longer accept things on
blind faith, even from a "father-figure" like Dr. Deming. For if our parents
can be wrong from time to time, so can he.
Looking for comments from the DEN on this matter.
