If Deming was copying Juran it would be the "80/20" principle - or "Pareto
principle" - that was being used.   Pareto was an Italian economist who
surveyed the distribution of wealth in Italy and came up , not
surpisingly!,with the opinion that there was an unequal distribution, ie
that 80% of the wealth was owned by 20% of the people.   Aren't you glad you
don't live in Italy!!   After Juran published his 'Pareto Principle' paper
in the "Industrial Quality Control" journal (now "Quality Progress") in the
USA, he said he had called it by the wrong name.   It should have been the
'Lorenz Principle' (after the mathematician), but it was too late!  The
Pareto name had (and has) stuck.   The B.I.M. (British Institute of
Management - now the Institute of Management)  gave it the "80/20" tag.
