Some Shewhart charts that I draw are full of special causes. For other
charts, all the variation I observe is common cause. Some charts have one
or two indications of the presence of a special cause. One time I reviewed
a chart of about 40 data points with no points inside the control limits.
How are you suggesting that I should use my experience in developing
Shewhart charts (and others use their experiences) to provide evidence for
Deming's statement (page 33 of NE): "In my experience, most troubles and
most possibilities for improvement add up to proportions something like
this: 94% belong to the system (responsibility of management); 6% are
attributable to special causes."
