Del isn't missing anything. Except that there is no apparent willingness as a 
general rule to make sure that every one has read the damn books -- instead 
they want to come up with their own thing (and without the "literature 
review" section).  Which is why I tried to come up with a better method than 
what is currently practiced.  If we look at the posts that originally 
generated this, we will see, if my memory serves me well, that Del sentiments 
are the same as my original ones.

Second, even though Deming clearly, in my opinion, lays out the qualities or 
attributes, this is still not the same operationalizing.  

We should be able to develop an instrument which tells us (1) something about 
the state of leadership in Industry, Education and Government, (2) which 
leads as to investigate the common causes for our current state and ways to 
improve it, and (3) which gives us an ability to identify those leaders who 
are clearly outside the system on either side.

The DEN would be really be doing a great service, if we could create a Deming 
Leadership Assessment Tool.  Moreover, if would also be a way for us to put 
Deming's hypothesis (and ours, I guess, since we belong to the DEN) to the 
test.

Although, this may well border on hubris, let me say this.  I have no doubt, 
that I could create such an instrument, by myself.  However, I am a lawyer 
and a sculptor, not an academic nor a consultant.  So, I really don't have 
the time to do this, unless someone want to give me a grant.  But, if I could 
get the DEN to do the work for me, then I'd have some data.  Second, because 
I am not an academic, I don't have any authority by position (just from 
persuasive ability and knowledge).  But there is some collective "positional" 
authority (to a degree unknown) from the DEN.  To the extent that such an 
instrument could glom on to such authority, I say great.

So now, my full motivation is laid bare -- doing the work that one would 
think academics, consultants, industry and government would have already done.
