Rich,
I am concerned that limited the spectrum of response for human
interaction. I can remember instances where workers, when asked directly
in a "non-hostile" environment, responded that there were "no problems."
These same workers later asserted that significant problems existed.
There is an unfortunate tend to avoid immediate conflict, although there
are significant issues.
It boils down to the two-way issue of trust. If workers have no trust,
for whatever reason, bias may be present. The statitical orientation of
surveys may actually allow management to determine the actual concerns of
the workforce. Some within the workforce may have their own bias,
assumptions and predetermined solutions. A well designed survey may be
able to employ statistics to sort out the bias.
