Deming and accountability

I have been confronted several times in my organization with the concept of
"accountability" or "we must hold others accountable". I am curious to know
if Dr. Deming commented on this thinking? It seems to me Peter Scholtes
talked about accountability not only "downward" in the traditional command
and control management approach, but upward, and side to side ie thinking
systemically.
