One of the big reasons that projects don't come in on time and on budget is
the lack of quality in the forecasting process, not the project management
process.  Yes, some PK will improve the project management process, but it
will help the forecasting process much more.  If a project of over budget it
is because the Voice of the Process(actual project performance) is higher
than the Voice of the Customer(planned time and space budget).  Both Voices
should be stable or predictable if we are to assess the capability of the
project to deliver the goods.  Many only focus on the Voice of the Process.
