Taguchi and quality

> What about the Dr. Taguchi´s definition of quality:

The quality is the minimum loss imparted to the society from the time the product is shipped.
The loss to society includes air pollution, excesive noise from cars, planes, etc., a chemical leak from
a nuclear plant, etc.
The Quality Loss Functions is mentioned by Dr. Deming in his book Out of the Crisis, pages 49, 50 and
141 as " a better description of the world is the Taguchi loss function in which there is a minimum loss
at nominal value, and an ever increasing loss with departure either way from nominal value"
Is this quality or not?
