I am not sure if one should really discard peer review as merely final
inspection, though it might sometimes be such. It can be more than this.
There is an informal system of peer review that
seems to happen quite naturally in service organizations. In our school we
are currently looking at the ways in which appraisal can be turned into an
open and honest dialogue about quality and improvement; a dialogue that is
continuous and ongoing; a dialogue conducted with peers. In this sense
could not
quality circles be a refined form of peer review?
