How can a chart "have more sensitivity than is necessary" ? There is no
issue in creating p charts with *all* the available data, if that is
wanted, particularly is defectives rates are low.
The converse is true however in that individuals charts are less
sensitive than p charts...has Harry misinterpreted Wheeler?
