Grading Alternative

Hello Group:

The City of Atlanta School Board had come up with a unique solution.  All
third graders scoring below average on the national reading test will be
held back.  This was a knee jerk reaction to "We must do something".  Now
it is coming to light that fully 52 percent of the students are below
average, and could cost the city $500,000 in increased facilities, teachers
salaries etc., if they stick to their guns and carry through with their
decision.  Correct me if I am wrong, but any time you do an average doesn't
50% of the group fall below average?
