You will find the quote in the handout material from some of Dr.Deming's
seminars.

Specifically," Dr Deming's Plan for Action for the Optimization of Service
Organizations" 
August 18 -19, 1992, Minneapolis, page 60,.... " As a good rule, profound
knowledge comes
from the outside and by invitation. A system can not understand itself".
