This is a wonderful proposal.
To kick off I propose let's think about the the 'matrix' of a president
of a stronger university talked by H. A. Simon and others.
I read a list of qualifications for 1991 MIT candidates with four main
issues as follows,

Personal issues
   leader ship quality
   integrity
   people skill
   energy
   ...

Intellectual Issues
   visions & perspective for future of MIT
   ...

Academic Issues
    Educational philosophy and priorities
    ...

Management Issues
    Management style:effective & appropriate to MIT
    ...

I am keen on the James March's Leadership and Ambiguity claim that most
presidents of USA Universities cannot make a difference. Or they can not
make WED's transformations needed.

DENizens might like to think 'ambuguity' or 'planning without goals'
concepts in terms of WED's philosophy.
