The "main" difficulty might be something quite deeper.
Most of what we know about the history of our civilization (both eastern
and western) has been a story of trying to control or avoid change (or
chaos).
Go back to the Egyptians, 5000 years ago, and the striking feature is
the lack of change in 3000 years. The Greek philosophers invented the
idea of absolutes which were unchanging. They did great in math until
they hit the irrational numbers and they quit.
Human "progress" is a story of command and control. Newton and the
other dead men built on the Egyptian and Greek fear of chaos. And it
seemed to work.
But in the 20th century, science started looking at phenomena that had
been pretty much ignored in the past. The result is we have notions
such as chaos theory ( which basically supports Shewhart's ideas)
quantum theories, nonlinear systems thinking, self-organizing systems
and so on, all of which challenge beliefs developed over thousands of
years.
Deming's ideas are a reflection of these "new" scientific ideas. These
ideas scare the bejeebers out of anyone who has been socialized in a
mainstream education system. We have been trained to believe one can be
"in control" and "giving up" control will lead to chaos. We firmly
beleive that someone must always "be in control", that we cannot survive
without a hierarchy of control.
If we acknowldege systems, we must accept that there will be unknown and
unseen events that take place that will influence us.
If we acknowledge variation, we must accept that nothing can be
predicted with certainty.
If we acknowledge the human element, we must accept that this represents
another source of uncertainty.
If we develop our own theories, we must accept that this will challenge
the "wisdom" we have been taught.
As Myron says, progress comes one funeral at a time.
