I do not think you are wrong. ISO is procedural and forces management to
know how things are to be done. Deming is a philosophy that if understood
drive improvement and knowing how things are done.
It is possible even likely to implement ISO and not improve at all. Once
Deming is understood and practiced improvement is sure to follow.
If you want a great company understand Deming. If you want a compliant
company implement ISO.
