I would say that the answer to the first question would depend on the
actual conversation. What did you discuss? Did you help her develop a
hypothesis that interested her, help her frame her questions, and help
her develop a research plan? In that case, I would say you were
mentoring or teaching. She would learn from that experience. If you gave
her a hyothesis and told her how to do the research you would be closer
to cheating. The kind of thing Frank is talking about is something you
see at some science fairs and other events, where the parents have
actually done most of the work, at least the finish work.

I wouldn't know how to answer the second question....the answer to that
would hinge on your relationship with your brother.
